The population of Amman, the capital city of Jordan, is forecasted to triple over the next 20 years. In September 2006, the firm was appointed by the municipality to help plan for this growth and address various pressing urban development issues within the Amman Master Plan. The Amman Master Plan comprises a series of interconnected elements: a Metropolitan Growth Plan to direct growth within the recently amalgamated Greater Amman Municipality, improve transportation and servicing and conserve resources; a series of Amman Area Plans with detailed land use, density allocation, transportation, services and phasing consistent with municipal master plans and official plans; an Interim Growth Strategy as the first phase in creating high density mixed use communities to divert high density development pressure away from Amman’s historic neighbourhoods; Corridor Intensification Plan to improve development approvals along Amman’s major corridors and intersections; Industrial Lands Strategy to guide long term location and servicing of Amman’s employment lands; and a series of community plans that in addition to providing zoning and height allocations provide detailed public realm improvements for various intensification and expansion areas in the city. The planning process utilized a bio-regional approach to preserve and enhance the natural heritage system vital to the sustainability of the capital region. The plans are anchored by a new Zoning By-Law that ensures consistent regulatory oversight and introduces new building typologies and land use provisions. We worked with the City on establishing a one-stop-shop for development approvals and staff training to ensure future approvals are in keeping with the intent of the plans.
Amman Master Plan
We provide feasibility planning, development advisory and approvals risk management for public and private clients. As an interdisciplinary team that contributes to the design and architecture of a project, we are able to identify risks in early design development and conceptual site layout stages. We help to shape and form the thinking on site layout and building design in a way that reduces and minimizes the amount of approvals required. We give our clients a comprehensive view of planning approval milestones within the project's life cycle, so they can anticipate the timing and resources required to support various approvals within the overall construction schedule.
We undertake site analysis studies, from site scale up to secondary plan scales. We work with developers and public agencies such as Build Toronto and Ontario Infrastructure and Lands Corporation to complete due diligence and Highest and Best Use Studies for their lands.
We develop community sustainability plans, environmental management plans and climate change adaptation plans for public, private and non-profit sectors.We have focused extensively on the displacement and resettlement of communities affected by natural disasters, wars, conflicts and poverty.
We apply our thorough understanding of the provincial and municipal regulatory context to develop studies and public policy instruments for local, provincial and federal governments and First Nations. These include: zoning by-laws, official plans, municipal development plans, local official plans, secondary plans, neighbourhood plans, and urban design guidelines.

We have a history of initiating and realizing housing projects that fill critical gaps in the market, and that are sensitive and adaptable to evolving cultures and contexts.
We prepare comprehensive plans for new communities ranging from high-density urban infill projects in areas subject to intensification, through to responsible greenfield development. Starting with an assessment of the local environment, we develop plans and designs that build on the history of the site, while identifying opportunities for sustainable growth.
We prepare detailed Design Guidelines for municipalities in order to advance the policies, goals and objectives of Official Plans and Official Community Plans, specifically those related to the design of streets, parks, open spaces and buildings. We apply our combined technical and design expertise to the creation of effective and comprehensive guidelines.
